The ACCESS Complex was launched in November 2002 to act as a service platform bringing together five different entities (Family and Child Care Centre, Housing Authority, Social Security Department, Adult Training Centre, Employment and Training Corporation, Community Team) which operate within the social welfare sector in the Cottonera region. As in other regions in Malta, the Cottonera community (Cospicua, Senglea,Vittoriosa and Kalkara) has its diverse needs, however, these localities also have among:

  • the highest population density in the southern region with a steadily increasing ageing population since most young couples move out of the locality;
  • the highest levels of unemployment;
  • one of the lowest participation rates of women in the workforce;
  • the lowest academic achievement rates and aspirations accompanied by high levels of truancy and absenteeism;
  • one of the highest percentages of residents living in substandard or inadequate housing conditions.

In view of the above, the ACCESS Complex was designed to address the community’s diverse needs, in a holistic manner, by becoming a centre of activity and develop into a resource centre for the same community. In this way, the different needs of the community can be met through various initiatives, one of which is the easy access, by the local community, to a number of social services.

As part of its activity in the Cottonera area, the ACCESS Complex:

  • offers support to families so that they may become empowered and independent;
  • provides ways through which both individuals and families can strengthen their range of skills thus being able to cope more effectively with various life situations, as well as utilise, to a greater extent and in a more positive manner, the challenges and opportunities both in the present and in the future.

The Peer Review will focus on the work done with children and families within a specific area. The United Kingdom and Hungary will enrich the discussion with time allocated for presentation of their own experience.
