Social Inclusion cross cutting policy tools - "Document de politique transversale" (DPT)

In consistency with the European strategy for social inclusion, a new tool "The new ' Social Inclusion ' Cross Cutting Policy Document" ("Document de Politique Transversale" = "DPT") should encourage the coordination of several ministries and of several programmes which deal with the fight against social exclusion. The DPT "social inclusion" has as a perimeter all the measures submitted in the national action plan for social inclusion NAP/incl. Under the "organic law" concerning the finance laws, this new steering tool based on objectives presents in its broad outline the financial effort of the state in the fight against exclusion accompanied by performance indicators. It is progressively implemented aiming at encouraging coordination, by a leader minister, of actions falling within the competence of several ministries and programmes, with the support of an inter-ministerial committee of fight against exclusions (CILE) chaired by the Prime Minister and assisted by a Standing Committee made up of the ministers' representatives. At local level (region, county, metropolitan area…) in accordance with a process of increasing decentralisation the coordination and consistency of the policies of inclusion is progressively ensured through the means of  charters of social cohesion.

Thus "the new ' Social Inclusion ' Cross Cutting Policy Document" ("Document de Politique Transversale" = "DPT")  Policy reform is a concrete answer  to better coordination and  mainstreaming, monitoring and evaluating process  in the field of the social inclusion policies expected by the European Union.
