Governance
The efficient design and effective delivery of social policies and public services depends on the capacity of the authorities responsible to manage them properly and to put in place a suitable system for doing so. Good governance in this regard entails:

transparency and the democratic participation of all interested parties (individuals, businesses, NGOs and public authorities from local to national level) in the design, implementation and monitoring of policy

coordination of policy between the different areas and between the various levels of government
-
efficient and effective government which implies the adoption of a strategic approach, the setting of clear targets, the pursuit of evidence-based policy, the creation of a suitable system of monitoring and evaluation incorporating quantitative indicators, and the effective use of EU funding
Good governance is one of the three overarching objectives of the Open Method of co-ordination for social protection and social inclusion.
